Smart Passcode is based on the assumption that some places are safer than others: your home, your office, your parents' house are very likely safer than the subway or even a coffee shop.
With Smart Passcode, your iPhone recognizes when you are in a safer place and doesn't ask you to enter the passcode as long as you stay in that place.
